Στο αγιάζι της κυριακάτικης ενημέρωσης -διαδρομής 27 Μαρτίου 2011 : ~** Ο Γιατρός δεν πρέπει να συμπεριφέρεται "τεχνικός" και να αντιμετωπίζει τους αρρώστους σαν ¨"αντικείμενου έχουν ανάγκη επισκευής-Αλλά να θεραπεύει τους αρρώστους με τις ιατρικές του γνώσεις και να συμπεριφέρεται σαν φιλόσοφος, με σύμπνοια, στην κατανόησή του πόνου και τα ψυχολογικά προβλήματα του αρρώστου, με αγάπη, αξιοπρέπεια και Ανθρωπιά , ώστε όλες οι φροντίδες του να επιτελούν Λειτούργημα.- ~ Kανένα φάρμακο δεν είναι αποτελεσματικό , αν ο γιατρός δεν σταλάζει μέσα του και μερικές σταγόνες από Αγάπη , Χαμόγελο . Αιτία φαίνεται να είναι το εξωφρενικό, όπως περιγράφεται από στελέχη του υπουργείου Υποδομών, κόστος των αποζημιώσεων για τις απαραίτητες απαλλοτριώσεις που πρέπει να γίνουν για την υλοποίησή του. Όπως μας έλεγαν σε δηλώσεις τους «είναι εξωφρενικό το ποσό που επιδικάστηκε από το Πρωτοδικείο και το οποίο μπορεί στο Εφετείο να γίνει ακόμα υψηλότερο. Η ευρωπαϊκή πείρα και πρακτική μας λένε ότι το κόστος στις αποζημιώσεις υπολογίζεται στο 10% περίπου του συνολικού ποσού που απαιτείται για την κατασκευή του έργου. Στην περίπτωση του περιμετρικού αυτή η…πεπατημένη έχει ανατραπεί πλήρως. Όταν το κόστος του συνολικού έργου υπολογίζεται σε 130 με 140 εκατομμύρια ευρώ, δεν είναι δυνατό να μιλάμε για αποζημιώσεις που μπορεί να φτάσουν ή και να ξεπεράσουν τα 40 με 45 εκατομμύρια».Η τύχη όμως του περιμετρικού δεν εξαρτάται μόνο από τον παραπάνω παράγοντα. Εξίσου καθοριστικό είναι και το γεγονός ότι το ελληνικό δημόσιο θα πρέπει μέχρι την επόμενη 4ετία να προχωρήσει σε εξοικονόμηση 22 δισεκατομμυρίων ευρώ. Από αυτά τα 600 εκατομμύρια πρέπει να περικοπούν από το υπουργείο Υποδομών. Όπως είναι φυσικό για να επιτευχθεί ο συγκεκριμένος στόχος, θα πρέπει η διαρκώς μειούμενη ροή χρηματοδότησης να «αγγίξει» και την τύχη των δημοσίων έργων και ιδίως εκείνων που η χρηματοδοτική στενότητα οδηγεί σε αναγκαστικές καθυστερήσεις.Ενδεικτικό της κατάστασης που επικρατεί είναι και το γεγονός ότι, μόλις ήρθε και πάλι στην επιφάνεια το θέμα της τύχης του περιμετρικού, κανείς εκ των στελεχών του κυβερνώντος κόμματος δε θέλησε να βάλει το χέρι του…στη φωτιά για το αδιαπραγμάτευτο της διακοπής του έργου. Δημόσια, ο μόνος που θέλησε να μιλήσει ήταν ο βουλευτής της Ν.Δ. Γιάννης Λαμπρόπουλος που είπε χαρακτηριστικά ότι «θα ξεσηκωθούν και οι πέτρες σε περίπτωση που γίνει κάτι τέτοιο και το έργο παγώσει».Βέβαια θα πρέπει να καταγραφεί μία ακόμα παράμετρος στην παραπάνω ιστορία. Για ορισμένους η απένταξη του έργου μπορεί να γίνει κατανοητή υπό την προϋπόθεση ότι τα χρήματα που προβλέπονταν γι’ αυτό θα παραμείνουν στη Μεσσηνία και θα χρησιμοποιηθούν για την υλοποίηση άλλων εξίσου αναγκαίων οδικών παρεμβάσεων, όπως είναι για παράδειγμα ο δρόμος Καλαμάτας- Ριζόμυλος και η συνέχισή του μέχρι τις εγκαταστάσεις της ΠΟΤΑ Μεσσηνίας. ΔηλώσειςΣε δήλωσή του στο «Θ» ο Δήμαρχος Καλαμάτας Παν. Νίκας αντιμετώπισε με μεγάλο σκεπτικισμό το θέμα της αποπομπής του έργου. Όπως τόνισε, «εκτός των άλλων, θα πρέπει να αλλάξει από την Ελληνική Βουλή και ο Νόμος της σύμβασης παραχώρησης». Βέβαια, διαβλέπει τα στενά οικονομικά περιθώρια που υπάρχουν αυτή την περίοδο, αλλά υποστηρίζει ότι το έργο θα παραμείνει, τελικά, «ζωντανό».Προβληματισμένος με τις εξελίξεις και τη φημολογία των τελευταίων ημερών φάνηκε και ο αντιπεριφερειάρχης Μεσσηνίας Χρ. Μαλαπάνης. Σε κάθε περίπτωση, όμως, τονίζει ότι το συγκεκριμένο έργο είναι ζωτικής σημασίας για την κυκλοφοριακή ισορροπία της Καλαμάτας.Σε χθεσινές του δηλώσεις στο «Θ» ο Γιάννης Καρνέσης, γενικός διευθυντής της Ειδικής Υπηρεσίας Δημοσίων Έργων του υπουργείου Υποδομών προσπάθησε να διασκεδάσει τις εντυπώσεις που δημιουργούνται. Όπως τόνισε, «για το συγκεκριμένο έργο δεν υπάρχει καμία εξέλιξη. Το υπουργείο αυτή την περίοδο μελετά την απόφαση για τις αποζημιώσεις που έχουν οριστεί πρωτόδικα. Από και κει πέρα δεν υπάρχει καμία υπόνοια για απένταξη του έργου αλλά και καμία βιασύνη για την υλοποίησή του. Σε κάθε περίπτωση, όμως, το κόστος των απαλλοτριώσεων είναι αρκετά υψηλό και επειδή τα χρήματα που θα δοθούν είναι από την τσέπη των πολιτών πρέπει να είμαστε προσεκτικοί. Σκεφθείτε ότι για το τμήμα του δρόμου Τρίπολη έως Καλαμάτας και Λεύκτρο έως Σπάρτη, τα χρήματα που δόθηκαν ή που θα δοθούν είναι περίπου τα ίδια με τις απαλλοτριώσεις μόνο για τον περιμετρικό δρόμο της Καλαμάτας. Κι αυτό λέει πολλά».- ** Μεσσηνία Πιάσαμε… πάτο στην πρόληψη των τροχαίων Μετεξεταστέα έμεινε το 2010 η Διεύθυνση Τροχαίας Μεσσηνίας στο επίπεδο αστυνόμευσης του Νομού και πρόληψης ατυχημάτων σύμφωνα με έρευνα του Πολυτεχνείου Κρήτης για τη συμβολή της Τροχαίας στη βελτίωση της οδικής ασφάλειας.Σύμφωνα με τα στοιχεία που δόθηκαν στη δημοσιότητα η Μεσσηνία βρίσκεται στην 8η θέση μεταξύ των νομών ανάλογα με το βαθμό επικινδυνότητας το 2010 και στην πλέον χαμηλή θέση στην κατάταξη ανάλογα με την αποτελεσματικότητα της αστυνόμευσης για το ίδιο έτος. Όπως προκύπτει από ρεπορτάζ της εφημερίδας «Ο Κόσμος του Επενδυτή» από τα συμπεράσματα της έρευνας που διενεργήθηκε στο Εργαστήριο Συστημάτων Χρηματοοικονομικής Διοίκησης, με επικεφαλής τον καθηγητή Κώστα Ζαπουνίδη, προκύπτει ότι θα μπορούσε να έχει μειωθεί ακόμα περισσότερο ο αριθμός των θυμάτων, αλλά για διάφορους λόγους που πρέπει να διερευνηθούν, η χώρα μας εξακολουθεί να κινείται στην πρόληψη των τροχαίων στα πλέον χαμηλά επίπεδα.Σύμφωνα με τα συμπεράσματα της έρευνας πρέπει να ληφθούν δραστικότερα μέτρα αστυνόμευσης και να αυξηθεί η αστυνομική παρουσία σε επικίνδυνα σημεία του οδικού δικτύου, αλλά και μέσα στα αστικά κέντρα. Αυτό δε γίνεται μέχρι σήμερα, γεγονός που αποκαλύπτεται και από το ότι το αρχηγείο της ΕΛΑΣ έδωσε και φέτος εντολή σε όλες τις αστυνομικές διευθύνσεις να αυξήσουν σε σχέση με το 2010 κατά 10% τον αριθμό των κλήσεων για παραβάσεις του ΚΟΚ.- ** Δημοκρατική Αριστερά Κάλπες σε Πύλο, Καλαμάτα για το 1ο Συνέδριο Κάλπες στήνονται σήμερα σε Πύλο και Καλαμάτα για την εκλογή αντιπροσώπων στο 1ο Συνέδριο της Δημοκρατικής Αριστεράς το οποίο ανοίγει τις εργασίες του την Πέμπτη 31 Μαρτίου. Η διαδικασία στην Πύλο γίνεται από τις 11 -2 το μεσημέρι στο ‘ΕΝ ΠΛΩ» και στην Καλαμάτα από τις 6-9 το απόγευμα στα γραφεία του Νομαρχιακού Τμήματος Μεσσηνίας του ΤΕΕ. Ο αριθμός των αντιπροσώπων από το Νομό μας που θα λάβει μέρος στις εργασίες του Συνεδρίου συναρτάται από τον αριθμό που θα προσέλθουν στις κάλπες, αλλά, όπως και να’ χει, σύμφωνα με τους πρώτους υπολογισμούς αναμένεται να εκλεγούν τρεις (3) αντιπρόσωποι από την περιοχή της Δυτικής Μεσσηνίας και τέσσερις (4) από την Καλαμάτας.Σε δηλώσεις του στο «Θ» το μέλος της Π.Π.Ε. της «Δημοκρατικής Αριστεράς» Μπάμπης Βακαλόπουλος, σημείωσε ότι κεντρικά συνθήματα του συνεδρίου θα είναι «Η αριστερά της ευθύνης για τη χώρα και την κοινωνία», καθώς και το «Οικοδομούμε όχι ακόμα ένα κόμμα της αριστεράς, αλλά ένα άλλο κόμμα της αριστεράς»Δικαιολογώντας την παραπάνω συνθηματολογία σημείωσε ότι «η ίδρυση της Δημοκρατικής Αριστεράς ήταν αναγκαία και επιβεβλημένη ενέργεια. Αποτελεί απάντηση στο διογκούμενο αίτημα της κοινωνίας για ριζική ανασυγκρότηση του πολιτικού πεδίου και για τη διατύπωση μιας ολοκληρωμένης εναλλακτικής πρότασης. Αποτελεί επιλογή υπεράσπισης του παρελθόντος και του μέλλοντος της ανανεωτικής, δημοκρατικής και οικολογικής Αριστεράς. Ο πυρήνας των ανανεωτικών ιδεών, η πολιτική μας για τον δημοκρατικό σοσιαλισμό, τον αριστερό ευρωπαϊσμό, η μεταρρυθμιστική στρατηγική, η οικολογική εγρήγορση είναι τα στοιχεία της πολιτικής ταυτότητάς μας. Ο χώρος της δημοκρατικής και ανανεωτικής Αριστεράς είναι ζωντανό κύτταρο υπεύθυνης στάσης, επίκαιρου λόγου και προγραμματικών θέσεων για το επί της ουσίας προοδευτικό περιεχόμενο της ασκούμενης πολιτικής, Προχωράμε μπροστά. Δεν κοιτάζουμε πίσω. Οικοδομούμε, με ευθύνη απέναντι στη χώρα και την κοινωνία, σχέση πολιτικής εμπιστοσύνης με τους πολίτες.Η Δημοκρατική Αριστερά εντάσσει τους πολιτικούς και κοινωνικούς αγώνες στη στρατηγική του δημοκρατικού δρόμου προς το σοσιαλισμό, ειδικά μέσα σε συνθήκες οικονομικής, πολιτικής κοινωνικής κρίσης. Επιδίωξή μας η αντιπαλότητα στο νεοφιλελευθερισμό, η διεύρυνση της δημοκρατίας, η υπεράσπιση των δικαιωμάτων των πολιτών, η δημοκρατική ολοκλήρωση, η προοδευτική ευρωπαϊκή πορεία. Για τη Δημοκρατική Αριστερά, η δημοκρατία νοείται ως αποκλειστικό πεδίο. Για τη δική μας Αριστερά, οι αλλαγές έχουν ως προωθητική δύναμη την ευρεία λαϊκή ενότητα σε ώριμους στόχους. Υποστηρίζουμε τη θέση της μη βίας ως αντίληψη, πολιτική πρακτική και δημοκρατική συνείδηση. Ο αριστερός μεταρρυθμισμός έχει νόημα και γόνιμες προοπτικές όταν προωθείται με τη συμμετοχή και τον έλεγχο των εργαζομένων» .- ** Κοινωνική εργασία Εφαρμόζεται στη Μεσσηνία για καταδικασθέντες Ξεκινάει, μέσα στο επόμενο χρονικό διάστημα, η εφαρμογή και στη Μεσσηνία του θεσμού παροχής κοινωφελούς εργασίας. Πρόκειται για τη δυνατότητα που προσφέρει ο νόμος σε συμπολίτες μας, οι οποίοι καταδικάζονται για αδικήματα οικονομικής φύσης και δεν έχουν να πληρώσουν την ποινή τους, αντί της φυλακής να προσφέρουν εργασία. Από τους πρώτους Δήμους της Μεσσηνίας που άμεσα θα ξεκινήσουν την εφαρμογή του, είναι ο Δήμος Καλαμάτας, ενώ την Τρίτη θα συζητηθεί και στο Δημοτικό του Συμβούλιο.Όπως ανέφερε, ερωτώμενος ο Πρόεδρος του Δικηγορικού Συλλόγου Καλαμάτας Κώστας Μαργέλης, για την εφαρμογή του, απομένει μόνο μία υπουργική υπογραφή, η οποία αναμένεται τις επόμενες ημέρες. Υπουργική απόφασηΟ κ. Μαργέλης εξήγησε ότι έχει υπογραφεί η σχετική υπουργική απόφαση από το Υπουργείο Δικαιοσύνης για τη μετατροπή της ποινής σε εργασία, και αναμένεται η συνυπογραφή της από τον Υπουργό Υγείας κ. Λοβέρδο. «Εντός λίγων ημερών θα είναι θεσμός και θα ξεκινήσει η εφαρμογή του στη Μεσσηνία. Οι Δήμοι, ως Καποδιστριακοί, είχαν υποβάλλει τις θέσεις ανθρώπων που μπορούν να απασχολήσουν. Η καθυστέρηση σε επίπεδο Υπουργείων υπήρξε λόγω της αλλαγής τους σε «Καλλικρατικούς» δήμους. Τώρα είμαστε έτοιμοι για να ξεκινήσει η εφαρμογή του», τόνισε ο κ. Μαργέλης.Ο θεσμός αφορά καταδικασθέντες για αδικήματα ήσσονος σημασίας, με ποινή φυλάκισης από 1 μήνα έως 3 χρόνια και δεν αφορά κακουργήματα, παραβάσεις του νόμου περί ναρκωτικών και στρατιωτικά ποινικά αδικήματα. Εφαρμόζεται σε περιπτώσεις αδικημάτων οικονομικής φύσης και αφορά ποινές φυλάκισης που επιβάλλονται από τα ποινικά δικαστήρια. Κάθε μέρα φυλάκισης μετατρέπεται σε παροχή κοινωφελούς εργασίας 4 ωρών και μπορεί το δικαστήριο να την αυξομειώσει από 2 έως και 6 ώρες. Σε ΔήμουςΣτο ελληνικό Δίκαιο υπάρχει ο θεσμός παροχής κοινωφελούς εργασίας, ως εναλλακτικός τρόπος για να εκτίει κανείς την ποινή του και ισχύει από το 1991. Έχει κύριο στόχο την αποσυμφόρηση των φυλακών και έχει χαμηλό οικονομικό, οικογενειακό και κοινωνικό κόστος. Αποφεύγονται έτσι οι αρνητικές συνέπειες του εγκλεισμού στις φυλακές καθώς και ο κοινωνικός στιγματισμός.Η παροχή των υπηρεσιών είναι χωρίς αμοιβή σε υπηρεσίες του κράτους, των ΟΤΑ πρώτου και δεύτερου βαθμού, σε νομικά πρόσωπα δημοσίου δικαίου ή σε μη κερδοσκοπικά πρόσωπα ιδιωτικού δικαίου.Στο αίτημα που είχε απευθύνει πριν μερικούς μήνες ο Δικηγορικός Σύλλογος Καλαμάτας, έχουν ανταποκριθεί με αποφάσεις των Συμβουλίων τους η τότε Νομαρχιακή Αυτοδιοίκηση (νυν περιφερειακή ενότητα) και Δήμοι. Η πρώην Νομαρχιακή Αυτοδιοίκηση Μεσσηνίας έχει ζητήσει τον ορισμό 5 θέσεων για παροχή κοινωφελούς εργασίας και ειδικότερα 2 θέσεις φυλάκων, 2 θέσεις εργατών και 1 θέση στο διοικητικό τομέα.Τα αιτήματα που έχουν καταθέσει οι άλλοι Δήμοι για απασχόληση στις υπηρεσίες τους είναι:Δήμος Καλαμάτας: Στις υπηρεσίες καθαριότητας, φύλαξη δασών, τεχνικών έργων και ηλεκτρολογικές και υδραυλικές εργασίες.Δήμος Πύλου – Νέστορος: Στις υπηρεσίες καθαριότητας, συντήρηση κήπων και πρασίνου, τεχνικών έργων, φύλαξη δασών, ηλεκτρολογικές και υδραυλικές εργασίες.Δήμος Μεσσήνης: Στις υπηρεσίες καθαριότητας, πρασίνου και εργασιών γενικών καθηκόντων.- ** Εκλογές… επί χάρτου Αυτή η μαραθώνια σύσκεψη τις προηγούμενες ημέρες υπουργών, βουλευτών και στελεχών του ΠΑΣΟΚ της Περιφέρειας Πελοποννήσου εκτός από αρκετές ειδήσεις, έφερε και πάλι στην επιφάνεια το θέμα των πρόωρων εθνικών εκλογών. Μάλιστα, ήδη γράφηκαν και τα ανάλογα σενάρια, με επικρατέστερο μήνα προσφυγής στις κάλπες τον Ιούνιο, αφού πρώτα σύσσωμη η Αντιπολίτευση στη Βουλή θα αρνηθεί να ψηφίσει το Δημοσιονομικό Σχέδιο Σταθερότητας για την περίοδο 2012-2015… ** Πως θα ζητήσουν ψήφο Σε παρεάκι πολιτικών, βρεθήκαμε προχθές το βράδυ και όπως ήταν αναμενόμενο για μια τέτοια παρέα, η συζήτηση κάποια στιγμή ήρθε και στο ενδεχόμενο διεξαγωγής εθνικών εκλογών το επόμενο χρονικό διάστημα. Στη συζήτηση δεν κυριάρχησε, όπως άλλες φορές, πότε θα γίνουν οι εκλογές και τι σενάρια θα αναπτυχθούν, αλλά με τι κότσια οι υποψήφιοι θα πάνε να ζητήσουν την ψήφο του κόσμου με όλα αυτά που συμβαίνουν. Και οι προβληματισμοί τους ήταν μεγάλοι… ** Με τον Ι.Ν. Μεταμόρφωσης του Σωτήρος στη Χριστιανούπολη, τι γίνεται; Το έργο «Στερέωση και Αποκατάσταση Ιερού Ναού Μεταμόρφωσης Σωτήρα στη Χριστιανούπολη» δημοπρατήθηκε, στις 15 Φεβρουαρίου, στη Διεύθυνση Αναστήλωσης Βυζαντινών και Μεταβυζαντινών Μνημείων του Υπουργείου Πολιτισμού.
